Recent propaganda and censorship efforts by the Chinese Communist Party (CCP) have revealed an urgent desire among party leadership to blunt a spirit of defiance within Chinese society. Despite the party’s attempts to curb dissent, however, China’s citizens continue to defy authority, as evidenced by recent findings of Freedom House’s China Dissent Monitor (CDM).

Earlier this year, China’s Ministry of State Security (MSS) conducted a campaign that blamed “foreign forces” for funding the spread in China of “lying flat” (躺平), a term that has become widely used to describe the rejection of societal expectations that push individuals to strive for material and social achievement. The official media attributing the trend of lying flat to foreign interference was promptly pilloried by Chinese netizens who filled online comment sections with criticism and satire. A popular vlogger sarcastically complained that he wanted to “report” foreign forces for failing to pay him despite his tireless efforts to lie flat. These responses have all since been censored.

The CCP’s seeming obsession with curbing the lying flat mindset is worth understanding. The term’s popularity rose in response to China’s grueling “996” work culture, in which many companies expect their employees to work from 9 a.m. to 9 p.m. for 6 days each week. But as the concept of lying flat has expanded, the CCP has become worried that it reflects an underlying resistance to the party’s designs for Chinese people, and that an increasing number of citizens simply don’t care about or support the idea of working harder to contribute to a more powerful state. The Communist Party’s leader Xi Jinping has explicitly spoken out against the lying flat attitude.

Tensions in the South China Sea escalated again Friday after a Chinese Coast Guard vessel collided with a Philippine government ship, an encounter captured on video that prompted competing accounts from Manila and Beijing.

The Philippine Bureau of Fisheries and Aquatic Resources vessel BRP Datu Magat Salamat was distributing fuel to Filipino fishermen when the collision occurred at 11:13 a.m., roughly 54 nautical miles off the coast of Palawan province — an area Manila says is well within the Philippines’ exclusive economic zone.

Footage released by the Philippine Coast Guard showed crew members shouting, “Brace for impact!” moments before the collision. Photographs taken afterward showed bent and detached railings, damaged metal supports and debris scattered across the Philippine ship’s deck. No injuries were reported.

Top US and Chinese officials have discussed creating a new “notification mechanism” for AI incidents that could affect national security, Treasury Secretary Scott Bessent told reporters on Sunday.

Bessent made the comments after what he called “successful” talks with Chinese Vice Premier He Lifeng in New York.

The meeting came as US President Donald Trump and his Chinese counterpart Xi Jinping are due to hold a summit in Washington later this week.

AI has come under intense scrutiny in recent days after researchers warned of the potential risks posed by the technology and some of the industry’s most high profile figures called for developers to take a more cautious approach.

“We think that, just like with any cross-border activity, that moving from opaque to more transparency between the number one and the number two AI powers in the world is very important,” Bessent told reporters after the talks.

He said the meeting also covered other topics, including plans to “operationalise” a process to identify potential tariff cuts on goods called the Board of Trade.

A truce in the tariffs war between the world’s two biggest economies is due to expire on 10 November.

“We urge all parties to take effective measures to reopen the Strait of Hormuz at an early date,” said Wang, according to the Chinese Foreign Ministry.

Wang urged Iran and the U.S. to “engage in substantive consultations on issues of mutual concern,” and advised both sides to “exercise restraint.”

The Chinese Foreign Ministry insisted Wang’s remarks were consistent with China’s long-standing position on the Strait of Hormuz conflict — with a dash of additional urgency because Iran’s terrorist proxies in Yemen, the Houthis, are now attacking Saudi Arabia and threatening shipping in the Red Sea.

Araghchi claimed Iran still sees the MOU as valid — even though Iran has repeatedly violated it by launching terrorist attacks at civilian vessels in the Strait of Hormuz.

“Iran is not interested in continuing the conflict, hopes to return to a diplomatic path toward a settlement and at the same time intends to firmly defend its rights and interests. A new law enacted by China that will take effect in October will allow the Chinese government to easily transition into a wartime economy during a military conflict.

The new law will essentially allow the Chinese Armed Forces to have unfettered access to all companies and civilian resources in the time of a war.

The Military Times reported more on the move by China:

China’s armed forces will get every possible resource from the home front if needed during a war, according to a change in the law to take effect in October.

And its militarily less endowed neighbors such as Taiwan and the Philippines would bear the brunt of a fully kitted People’s Liberation Army, which the updated National Defense Mobilization Law says may draw from deep within the civilian population for resources, analysts say.

Australia, Japan and the United States also would note Beijing’s revised law as they’re most likely to become involved in any Taiwan “contingency” or conflict in the South China Sea, said Carl Thayer, an Asia specialist and emeritus professor at the University of New South Wales in Australia.

Australia, India and the United States have their own issues with Beijing, he added.

“In sum, in a future conflict, China will have immediate unfettered access to relevant civilian physical and human resources,” Thayer said. “This should be a clear wake-up call to defense planners in the Pentagon and (U.S.) Pacific Command.”

The 2010 law that had not been changed over the past six years was updated to give a legal definition of “national defense mobilization,” the Chinese state-controlled Global Times news outlet said on Sept. 8.

Per that definition, the term means that when national sovereignty, national unity, territorial integrity or development interests are “threatened,” Chinese “economic and social resources” can be shifted entirely toward defense, the Global Times said.

Beijing local government authorities on Sunday announced a complete ban on the possession of drones within the Chinese capital, citing security concerns.

The new prohibitions  are set to go into effect on November 15.

They further tighten regulations on unmanned aerial vehicles (UAVs) imposed by the local communist government earlier this year. Beijing is widely known for boasting the most rigorous of restrictions on drones in all of China.

Per AFP, the new restrictions prohibit individuals from possessing or storing drones, as well as transporting any of its components into Beijing. The flying of drones in Beijing airspace will only be allowed for exceptional circumstances, such as emergencies or “counter-terrorism.”

Existing owners of drone devices in Beijing have until the November 15 deadline to dispose of their devices or move them out of the Chinese capital. Failure to comply with reportedly result in fines and the confiscation of the UAVs.
