On September 18, President Donald Trump signed a law designed to punish Russia for continuing its war against Ukraine. The Senate had approved it 86-11. On October 16, as its major new penalties approached, Trump issued an executive order that waived much of what Congress had just enacted.

Lawmakers gave him authority in a provision they included in the statute: Section 115.

The Graham Act was meant to increase economic pressure on Moscow and its trading partners. It authorized duties as high as 500% on Russian imports and up to 100% on goods from certain countries buying Russian oil and gas. It also targeted Russian officials, banks, energy interests, and efforts to evade existing sanctions.

Section 115 permits the president to waive sanctions, restrictions, or duties under the act. Before doing so, he must send Congress a written certification, accompanied by an explanation, that the waiver serves America’s national interests. The text doesn’t require Russia to make concessions before a waiver can be issued. Congress expressly gave the president discretion.

Trump used it. Section 4 of his October 16 order waives new tariffs under Sections 112 and 113 and includes a long list of sanctions provisions. Anyone looking only at the announced diesel arrangement would miss the decision’s breadth. The order also directs trade officials to monitor Russian energy purchases and sanctions evasion, preserving the possibility of future penalties if the administration changes course.

On Saturday’s edition of MS NOW’s The Weekend, Miles ‘Anonymous’ Taylor—dressed as ever in pleather—a disgruntled former Trump 1.0 administration member, discussing the Trump administration’s investigation of Ilhan Omar’s naturalization status, said that “a tiny paperwork error” would not be grounds for stripping her of her naturalization.

Tapping the usual partisan MS NOW line, co-host Jackie Alemany had already framed the Omar probe as “unprecedented and insane.” And Kimberly Atkins-Stohr of the Boston Globe played the race-religion card, casting the case as President Trump going after “the black Muslim woman.” 

Although Taylor didn’t specify the “tiny error” he was referring to, it was almost certainly that, long after she was naturalized, Omar had her congressional staff change her birth year on official records from 1981 to 1982.

That’s anything but tiny. If indeed, as has long been on the record, she was born in 1981, she would not have been a minor at the time her father was naturalized, and thus would not have been naturalized along with him. Moreover, falsely changing her DOB to preserve her naturalization could be a crime in itself.

Physicists have uncovered a strange new form of quantum behavior in which particles organize themselves in ways that challenge established theories. Even more surprising, the particles maintain a remarkable hidden order despite being driven into an extremely energetic state.

In a study published in Physical Review Letters, researchers from the group led by Hanns-Christoph Nägerl, working with theoretical physicist Alvise Bastianello of the CNRS and Université Paris-Dauphine, describe how to engineer an exotic quantum state known as a “fractional Fermi sea.”

The breakthrough involves pushing ultracold cesium atoms far beyond their normal conditions by repeatedly changing how strongly they attract or repel one another. Rather than simply becoming disordered, the particles rearrange themselves into an unusual configuration that behaves differently from the quantum systems scientists have traditionally studied.

The theoretical findings provide the foundation for recent experimental research conducted by Nägerl’s team at the Department of Experimental Physics.
