Officials at 18 departments and agencies submitted signed declarations detailing their teams’ efforts to rehire the fired workers in order to comply with court orders. Last week two federal judges ordered the administration to temporarily reinstate thousands of probationary workers who were fired.

The documents are the first full accounting of how many people lost their jobs in the Trump administration’s mass firings of probationary workers, who have typically held their positions for less than two years and don’t have full civil service protections.

Theodore Chuang, a judge in the U.S. District Court for the District of Maryland, wrote in an opinion there is more than enough evidence — mostly from statements made by Musk and Donald Trump — that shows the world’s richest man is really acting as the head of DOGE despite the government’s claim he is merely a “special advisor to the president.”

Chuang issued the opinion in a case brought against Musk and DOGE by unnamed workers at the United States Agency for International Development (USAID). The judge also wrote that the actions Musk has taken in that role, like shutting down USAID — which Musk said he threw into the “wood chipper” — are therefore likely unconstitutional, too.

“Musk has exerted actual authority at USAID that only a properly appointed Officer can exercise,” he wrote. (Officer of the United States is a legal distinction set out by the appointments clause.)

Around half of the congregations (52%) increased their worship service attendance by at least 4% in the past two years. The other 48% of churches have either remained within plus or minus 4% since 2022 (33%) or declined by at least 4% (15%).

“Clearly, the last two years of attendance growth was aided by people returning to regular attendance after being away since the start of the pandemic,” said Scott McConnell, executive director of Lifeway Research. “Most pastors wish they had returned earlier, but their attendance is a source of optimism, though future growth will need to come from brand new contacts.”
