In the House, nine rating changes don’t change the overall dynamic in the fight for the majority. Democrats need a net gain of four seats, but Republicans continue to have a narrow advantage to keep control.
The GOP needs to win just two of the 13 Toss-up races, while Democrats need to win 12 of 13, if the other races end as expected. The current Inside Elections projection continues to range from Democrats picking up five seats to Republicans picking up five. Two polling groups where were in the top tier of getting poll predictions right in 2016 and 2020 say that Kamala Harris has already peaked and that Donald Trump is the favorite to win the 2024 presidential election.
The New York Post is reporting that InsiderAdvantage and Trafalgar polling have surveyed seven battleground states and predicted the Trump would end up with 296 electoral votes as things stand now. Only 270 electoral votes are needed to win the White House.

Republicans are in pole position to take back the Senate majority for the first time in four years after a widely respected analysis shifted a key race toward the GOP candidate Thursday.
The nonpartisan Cook Political Report assessed the Montana contest between incumbent Democrat Jon Tester and challenger Tim Sheehy as “lean Republican.”
If all three races break the Republicans’ way, the GOP would begin the 119th Congress with 53 members of the upper chamber, providing a key check on Democrats should Kamala Harris win the White House and her party regain the House.

The Senate is currently made up of 48 Democrats, 49 Republicans and 3 independents. However, the independent Senators caucus with Democrats to give them a 51-49 majority.
State of play: Protecting Tester’s seat is a top goal for Democrats, but Sheehy’s polling has been strong.
“Republicans are now an even heavier favorite to win back control of the Senate, regardless of the result at the top of the ticket,” Cook Political Report’s Jessica Taylor said in an analysis on Thursday.

Sen. Bob Casey (D-PA), who is seeking his fourth six-year term, faces a pugnacious challenger in Dave McCormick, a businessman and former U.S. Treasury undersecretary for international affairs. In a notable break from previous polls, McCormick, 59, is now tied with the 64-year-old incumbent, according to a survey from CNN and SSRS. Nearly 800 likely voters were asked to choose between the who men, each of whom drew 46%. Another poll by Wick, also conducted during the final week of August, gave Sen. Casey a 2% lead, the smallest on record for the past several months, according to FiveThirtyEight.
Democrat Sen. Mark Kelly (D-AZ) does not believe there is an underlying issue in the country of illegal immigrants voting, making the remark when asked about the Safeguard American Voter Eligibility (SAVE) Act, which would provide safeguards to ensure non-citizens are not voting in federal elections.
The SAVE Act is back on the scene following chatter of attaching it to a continuing resolution. While it is already illegal for non-citizens to vote in federal elections, conservatives say the bill is necessary as there are no concrete safeguards to check it.
